I really wish I could but apartment living  with nosey neighbors and I'm not taking the chance Although it's legal  I don't want any  BS with the landlord.

My sister has nosy neighbours too. She just moved into a complex; I went into the office with her and the people working there seemed boring, older, out-of-date. She got a knock on her door two days after moving in about the smell, but I keep wanting to tell her complex that their bylaws only prohibit illegal drugs. There is nothing illegal about pot anymore, my friends. Maybe you could look into the same? Businesses really need to get with the times if they want to keep their business. 

I also live in a complex but it was bought by a younger company just over a year ago. Don't smoke with my windows open but some people do! I am still worried to put my plants on the deck because I don't want to ... overstep my bounds? I just appreciate that they don't bother the smokers living here. 

Once I buy a house! You bet that I will be growing a garden outside! It's better for the environment too! Not using energy for lights and then using rainwater when you can, the only win-lose about it is the yield.
